My shingle roof is only 15 years old. Should it be failing already?

In Mesa, unfortunately yes — that is normal rather than a defect. Arizona sun ages asphalt shingles roughly twice as fast as the temperate climates those 30-year ratings are based on. What matters is whether the failure is uniform wear or a specific problem like lifted ridge caps or a bad valley, because one means replacement and the other is a repair.
